So “external” user could view dashboard only.
Maybe hiding this menu bar containing Reports, Custom Reports etc.

thanks for sharing your idea.
Could you elaborate more on the need? What do you want to share with who? Is that for example providing a dashboard to someone who does not necessarily need or should have created an account in Piwik PRO (a supervisor, contractor or some other stakeholder)?
And why do you want to give access to a dashboard to that “external” person?
For example, would have a site where several publisher share their content or Icecast -streaming.
Now these relevant statistics could be filtered with dashboards for the users (I called these “external” 
)
But, they could view all site statistics from these other reports.
This isn’t show stopper creating more Piwik reporting instances, but would be much convenient if analyzed within same Piwik site.
