I would like to custom my cookie banner in a way that one type of consent = “functionnal cookie” could stay always enabled and could never be disabled.
Is it something that we can do or should we develop something ?

There is unfortunately no default option for this in Piwik PRO UI, however, it seems that it is something that could be handled with a custom consent option: Custom consent form | Piwik PRO help center
