Tag not firing in specific computer

I have a virtual page view tag triggered by a data layer event.
The tag fires on my phone and one pc but does not fire on 3 other pcs.
The event fires on all devices.
Since the tag is triggered by the event and the event always fires how can the tag only fire on some devices.

I have the same tag on another account that works on all devices.

I am new to piwik so just wondering if I am missing something.
