To be able to have a good unified management of our sites, it should be possible to select a Group for Visibility of Dashboard, Custom reports and so on to make sure that one team or group of people have access to the same setup.
Right now its only possible to select Author or All users in addition to All sites & apps.
This will reduce the need for duplication for administrative and owner reports and dashboards that should not be available for all users.

I’ve seen some interest in sharing reports/dashboards with specific users or groups. Apparently current visibility settings and permissions could be improved with some additional capabilities.
It’s been a few years since this request has been submitted. Is there any news on this?
I know you added folders, but regardless I still have around 100 shared custom reports and good chunk of these were created by other team members to share amongst themselves. In fact in almost all cases there would be no reason to share with everyone but a few team members.
On top of this, I’ve just had some users complain, that it is not possible to share an account after we introduced 2-factor login. They used this setup to specifically collaborate on reports and dashboards without sharing them with all 50+ team members on our site.

While sharing reports and dashboards, along with a few other features, makes a lot of sense, other solutions have taken priority in recent years. Unfortunately, I can’t guarantee when sharing will be added to the product.
