i set up goal wrongly. After deleting goal, counter doesnt changes. How can i clear that counter?

This is probably due to the fact that the data that has already been gathered in the Analytics cannot be deleted and that might be the reason you are still seeing some results in your historical reports for this particular goal.
What is the counter that you are referring to?

I had two goals: purchases and registrations. I noticed that registration goals was wrongly set up, i decided to delete it. But wrongly counted goals are still shown on conversions counter in the main dashboard.

The numbers for these particular goals will not be removed once the data for them was registered in the Analytics, however, the data for the goals that has once been deleted should not be aggregated in the Analytics reports after their deletion.
Is the data for the goal still being accumulated in the Analytics after you deleted it?
If the data is only shown for a specific period of time in the past, then please pick a date range that starts from the date after the goal deletion.
No, it is not being accumulated. This solution doesnt satisfy my fully but i guess thats all we can do. You can close the thread.
As a matter of fact, apart from choosing a different date range, there is also one solution that I would see being applied here.
You could always add a condition that will prevent the data from the deleted goal to be added to your goal conversion counter just as in the following example:
