Why consent report shows numbers in "No decisions" even though collecting anonymous data is disabled?

I have two sites using Piwik PRO. The first one is set to not collect anonymous data from non-consenting visitors and the second one is collecting data from non-consenting visitors.

The consent report shows zero in “No consents” for the first site, as expected, and the second one shows numbers in “No consents” section (about 15% of all visitors).

The first site is having some “No decisions” visitors (about 0.2% but still) and for the second one there is much much more of them, almost half (48%).

Questions:

  1. How “No decisions” are calculated and why they’re calculated for the site that has anonymous data collection disabled?

  2. Why there is so big difference between those two sites in “No decisions” part? Just a coincidence or is it something related to anonymous data collecting thing?

“No decision” means visitors who ignored the consent banner (or visitors who have some sort of ad-block that is blocking the banner). So, the difference comes from the fact that one site collects anonymous data and the other one shouldn’t have any information about that.
